It has been brought above that perhaps the FA confused the child's BP for a lap infant's, to which I wonder how long does it take for a trained flight attendant to read the seat no. on the Boarding Pass?
The more I think about it, the more I wonder if the FA also messed up by not having a proper count. Lap children get boarding passes or are indicated on the ticket so they should be on the manifest. I would think they should count them as well.

Someone mentioned later on that UA no longer does head counts and the numbers are done through the scanner. So the FA didn't break any procedures.
