Sometimes room inventory gets improperly allocated. But overall, availability of rooms for purchase isn't meaningful for award redemption.
I don't believe this is correct FWIW - if a base room is for sale, it is available for redemption, case closed (per program T&Cs).

There is no "subset" dedicated for award rooms.
