I can tell you it's certainly possible to get these after 3/1. I completed 25 stays in Jan/Feb but had an issue with one stay crediting. It wasn't fixed until 4/13.... they automatically gave me the suite upgrades.

I have to say though, I've had pretty good luck with Suite upgrades under the new program without using the upgrade certs.
