As there seems to be differing accounts as to PN or RN for below 1K, figured I'd give it a shot.
While the unpublished/TA-booked Y fare being ineligible for an instant upgrade is something that doesn't sound right, the PN/RN aspect is really not open for interpretation/debate. If not GS/1K, the upgrade must now come RN on Y/B fares. The system won't let an agent upgrade anyone below 1K into PN (nor will it show the "Instant Uprade Available" button when you display your Y/B segment).

What inventory was your upgrade eventually confirmed in?
