Unless something has changed in the last 18 months or so, I am quite sure the answer is no--on both accounts. (assuming you are speaking of using DL miles to upgrade on VA metal.) . Does not matter which airline tickets the flight.

The only way to use miles to upgrade on VA long haul is to be a Velocity Gold or Platinum and use VA miles.
