Hand-written boarding passes?

As some time has passed, I searched for some resolution of this, or the results of the enquiry that PIA was saying they would perform. Can't find anything.
Does not matter how the extra pax got on board, that is just minor ops issue. Can happen on any airline.

But departing with standing pax? That is clearly all on the flight crew. Check for seats belts, arm rests, setbacks up. And miss 7 pax standing in the aisles?

Obviously I have no clue if it was the cabin crew or flight deck that was mainly responsible, but this is where the blame lies.
