Trying to do a SDC change from the FRA-ORD UA flight to an earlier flight and being told it isn't possible because SDC can't happen when there is another carrier involved in this connection.
My P class is available on the earlier flight and I'm within the 24 hours, just not allowing me because my first segment is LH. Will have more time later today to call back perhaps.

You can not SDC a particular segment, you SDC from where you are to the destination. The untaken LH will block SDC.
Once the LH segment has been shown as "taken" and the remainder of the ticket is just the UA flight, you will be able to do SDC. This will probably somewhere after you have board the LH flight.
Check while on the LH flight and at some point you should have the SDC option. Assuming you have no checked bags.
