I don't see why that should happen unless you have a different email for your Mileage Plan dining account than for your Alaska Mileage Plan account. In that case, Mileage Plan Dining didn't realize you had a dining account already, and gave you an offer in error.
So my best guess is that you'll only get 1000 bonus miles, because the 1500 offer was invalid (if all the facts were stated correctly in your post above, about already belonging to the program).
I presume these offers are generated based on emails, but the actual membership is based around your Mileage Plan account number. And thus you may get an erroneous signup offer if you use multiple emails, but it would get caught if you actually tried to sign for another dining account linked to the same Alaska account.
(I guess the other possibility is if your Alaska account number changed at some point, after you signed up for Mileage Plan dining, and your Mileage Plan dining is still linked to your old Alaska account, not your current one.)
