Not sure I understand what you mean here. I booked an Int'l PY fare yesterday, with two domestic segments (YYT-YYZ, YYZ-YVR) in B, and was able to upgrade both domestic flights (one on an narrowbody, the other on an 763) immediately for 2 credits.
