Oh, I see. In my case, I also used paper app, but I phoned after 4 weeks or so and was given PASSID, created GOES account and linked to passid before conditional approval/ That's why I guess I got letter in GOES account.
BTW, letter has nothing special, only relevant info is PASSID (aka membership number). It does say to bring the original letter with you, though.
