To answer my own question: still not open as of 6/28. The check-in agent was very apologetic and had no estimate on when it will open.
Any updates in the last few days? I will likely have a few hours to kill at YYZ tomorrow and it would be great if the Admirals Club were available. The AA website still says it's closed, but I'm hopeful based on this comment.
I also transited on 6/28. Both agents I spoke to said that the club was being reworked to be more than an AC but something used by multiple airlines, which may be part of the delay cause.
The Plaza Premium lounges took Priority Pass; their agent warned me I should allow an hour-and-a-half for US Customs when deciding when to leave the lounge. In reality, it took less than 10 minutes. Granted, having GE helped, but looking at the lines I can't see more than 30 minutes without. This was late morning.
