QR does keep asking for more bilateral rights as
jbflyboy84 says above. However the Indian government (pressured by Indian airlines) is not willing to agree to them.
The current quota is maxed out by QR, but is not even close to being fully used by Indian airlines flying to Doha - and so an increase in seats would only be of benefit to QR. I think a deal had been close sometime around 2013 - until EY bought much of 9W and jumped the ME3 queue

AAB is on record saying how unfair this was and expressing his frustration with the situation.
QR will keep trying no doubt. They have mentioned moving some aircraft servicing to India in support of their case - and as
StormDog alludes to above I would imagine that the announcement of a domestic QR Indian airline was somehow a direct result of the latest QR request for more seats. I rather suspect GOI "invited" QR to start a domestic airline as part of a delaying / distraction technique and QR are deciding to call their bluff. Let's see how that pans out...
