Agreed. No airline seems to enforce anything at all with regards to this nowadays to avoid conflicts. People come on with obviously oversized rollies and two other pieces of luggage.
It was enforced quite nicely on a recent AMS-ARN flight I took, they had several announcements at the gate that since the flight is full (which wasn't true, EC was only lightly loaded) they will be gate checking any big trolleys free of charge, followed by 2 gate agents who went through the crowd and added tags to trolleys.
The result - overhead bins were about half empty, and boarding took < 15 minutes from first pax to go onboard and until door was closed.
