By way of an aside, when I travelled on high level Ministerial missions with the Canadian government, the bureaucrats had a conniption when I insisted on staying at the LM because it would save taxpayers money.
Same in Mumbai - I insisted on the *wood ITC over the Four Seasons.
Both hotels were just fine!
You should have seen the look on the bureaucrats faces when I told them no limos for the Paris mission - we preferred to take the Metro.
Why did the bureaucrats care? Cost - no. Security - no. They cared because it meant they had to take the Metro over limos too!
Fun times.
