Even though it will fit under the seat, my single regulation bag goes in the overhead bin. No way am I going to restrict my legroom so that other pax can fit their kitchen sinks and steamer trunks overhead. It ain't gonna happen.

The other month I happened to walk past a gate at OSL where Norwegian was just boarding a flight. A model of efficiency. The majority of pax seemed to be well aware of the rules an uninclined to break them. The tiny minority was dealt with politely but firmly. Doesn't fit in the sizer? Tough luck. What also helped is that there were four agents manning the gate.
