Anybody can buy an updated copy from IATA, but its ridiculously expensive. The cheapest way to get your hands on them is to get a copy of the OAG "Cargo Rules" publication - the last "old" copy was published October 2003 which has a list of every airline and their agreements. These are updated every 3/6 months, so wait a few months and they are inevitably very cheap on the market - and usually 99% accurate.

If your friend is holding a CONFIRMED onward ticket on JU (not a standby/waitlisted ticket) and PROOF of reservation, AA will check the bags in all the way from ORD to TIV if requested. My suggestion is that she call in advance and get someone at AA to verify that the interline agreement exists and to MAKE A NOTE in the record that pax is connecting to JU at LHR and wants to interline bags. This will save time and aggravation at the airport while the agent there looks up whether there is an interline agreement, etc...
