The Franklin in Philadelphia only has one tier. It's a premium-ish property. Very poor speeds on the internet.

On the other hand I've stayed at properties with only one tier that are consistently good for everyone. I suppose it's simply a matter of management choosing to invest to get their network provisioned properly.
