My answers, i am latam black based in US.

1. Yes, you get based on kilometers/miles and depending on the rate you will get 50% of the distance in the latam program (ex-lan)
2. Yes, but (big but), AA for instance, doesn't pick my emeral status and only puts saphire, so i always have to show my card and push them to do it right in which lounge access i have. The rest is ok to use. Your ticket will say saphire, the card is more a marketing thing, not worth much.

Just be aware that the arrangments AA has with other airlines locally (such as Alaska, etc.) won't be good for you as you are only OW member there not AA.
