It's not a policy that someone must be carrying their own carry-ons, but I wouldn't be surprised if the agent's superiors were reviewing camera footage for apparent violations of the 1+1 allowance.
I find it hard to believe they have a camera pointing at each doorway. I think it was just one of those MSU moments. (Making $hit up)
