It says "where available". Maybe the TPS Rochester MN didn't spring to have two levels. Normally if there are two tiers you'll see it on the log-in page, and even though it says there's a charge for enhanced when you sign in w/ your name/room #, Gold/Plats aren't charged it/you won't see it on your bill.
