I looks like you can get a Oceanview room for $520 right now, but the rack rate would be $650, and there are no discounted RC rooms so you would have to pay $730 for a RC room . If
UAPrmExec is paying the $650 Oceanview rate they he/she should be able to upgrade to RC for 3000 points for up to 4 nights. If he/she is paying less than that rate it is really up to the hotel.
It should also be noted that there are no dedicated RC rooms in Kauai. A RC room is an Oceanview room with RC access.
I don't think I would pay an extra $130 a night just to have the opportunity to use points for RC access.
