At that property, heck, you probably could have had them upgrade your award to the RC level award if you were willing to use the points.
But UAPrmExec said he is on a paid stay, not an award stay.

I looks like you can get a Oceanview room for $520 right now, but the rack rate would be $650, and there are no discounted RC rooms so you would have to pay $730 for a RC room . If UAPrmExec is paying the $650 Oceanview rate they he/she should be able to upgrade to RC for 3000 points for up to 4 nights. If he/she is paying less than that rate it is really up to the hotel.

It should also be noted that there are no dedicated RC rooms in Kauai. A RC room is an Oceanview room with RC access.

I don't think I would pay an extra $130 a night just to have the opportunity to use points for RC access.
