Definitely not stereotypical Canadian behavior, especially at airport immigration inspection. You got very lucky, even with the inspector being in the wrong. Another inspector could have put you in a room and left you there for an hour as punishment while laughing about it with his/her colleagues during breaktime at Tim Hortons - then arranged for a full dump of your bags at customs for no other reason than 90% of Canadian immigration inspectors are just outright passive-aggressive jackasses.
