I'm paying SP Power bills over counter, once every month. Not that much of a hassle since I need to travel for work and HDB Hub is always on the way. Only using SCB VI, since it is not excluded for miles(but excluded for the recent GSS promotion).
For Singtel corporate account bill, I'm simply paying over SAM online, same using SCB VI card. They explicitly excludes AXS, but not SAM.
The last time I checked (few months ago), both still earns the 1.4 miles per $1 spent, subject to the minimum spending requirement.
