FWIW -

I have heard before that no beverages allowed on takeoff and landing, but personally could not find the FAA/DOT reg. Delta, Alaska and even American on some international flights I have been on give out water bottles before takeoff and do not collect them.

Not doubting it is a rule, just haven't seen the specific reg.
