The general rule is that you must be paying Oceanview Rack rate to upgrade to RC with points. If you are paying rack, and there are RC rooms for sale then I would ask to speak to the desk manager and point that out to him. If you are paying a discounted rate, then that is thier loophole. I had a conversation there a couple of weeks ago with the desk manager, and he was very helpfull.
