It looks like the products available differ quite a lot.

AVAILABLE OPTIONAL ITEMS AT THE COUNTER if renting in Europe
Collision Damage Waiver (Excess Applies)
Super Cover (Excess Waiver)
Theft Protection (Excess Applies)
Personal Insurance
Premium Emergency Roadside Service


AVAILABLE OPTIONAL ITEMS AT THE COUNTER if renting in U.S.
Liability Insurance Supplement
Loss Damage Waiver
Personal Accident Insurance / Personal Effects Coverage
Premium Emergency Roadside Service

It looks like LDW = CDW + SC + TP
and that Liability Insurance Supplement isn't available in Europe possibly because Hertz is obliged to cover that.

It also looks like a European getting LDW included in the rate for a U.S. rental is getting a good deal as it doesn't seem to add much to the cost and has zero deductible (whereas CDW in Europe has a deductible eg $1,000).
