Do we know for sure how 4/24 they are?

Ie, all checked via credit reports? No case of non-bank cards accidentally counted? No case of AUs not subtracted? No case of Chase counting 24 months differently than assumed? And all given "too many cards opened in the past 24 months" as the only reason for denial?

You'd have to eliminate all of these possibilities for a datapoint to be sure that indicates that 4/24, computed correctly, was the real cause of the denial. But I don't see people asking anyone who reports denial 4/24 all those questions (if they weren't supplied in the original post, which they generally aren't).
