This may have to do with flight departing from the US. My travel agent once insisted on the passport info for booking international flights from the US and claimed my ticket could be canceled without such info. I have switched travel agent since then and have been booking flights without the passport info.
You can try call them and explain you don't have that yet and see if they would let you book the award.
following up -- this advice worked perfectly. follow-up call explained that i could get reservation before passport as long as info given for reservation matched future passport info. provided correct information yesterday. got EK J class JFK->MXP->JFK today! first international award flight i've pulled off. thanks for the help!
