For new bookings it is 100% confirmed. For refunds, I haven't yet seen anything for oneworld status holders, unfortunately. So I would only pay on the basis that it may be declined. KBP tends to get more short term bookings, so personally I'd wait until August unless there was a very particular seat you wanted and there was a big uptick in sold seating.
Here's your confirmation for non-BAEC elites. I accessed my HBO booking again on Saturday using the app and it was initially still showing seats as chargeable. However, I refreshed it and the message changed to "select any seat for free". This was for travel on 4 October. Happy days!
