I will ask at the F lounge in case they have first hand guidance on whether or not they've seen other passengers approach the immigration counter and get a Shore Pass. The deterrence to doing this is as you mentioned, do they deny you and stamp your passport with a rejected stamp which will then make it considerably difficult to get a future Japanese visa. Nevertheless, if anyone does have any personal or anecdotal experience then would love to hear. Thanks!
