The MLL at YYT used to stay open until 822 departed and that used to be just after midnight in the winter and 2200 in the summer. sorry, but can't confirm whether that's the case with the new 0130 departure time. Sure as hell there won't be anything else open at the airport at that hour!
Tim's Land-side is 24 hours.
As for the lounge opening, my thought is you should be able to get in. I travelled to Europe as an E35 in mid-ish 2014, and couldn't get access to the international lounge in YUL, went back to the domestic lounge and bingo. YYT is a domestic lounge.
Although it's not hard to get into anyway. Just follow someone else up the stairs and look confident
