Will every one of the 12 people really need to check a bag (for instance, are there couples or families that could share one large checked suitcase and take the rest of their stuff in carry-ons)? If not, you can get 6 (or 9?) people on the same PNR, the rest on a different one, and check in however many bags you're allowed.
