haven't stayed at the IC in Osaka so can't comment on the lounge, but as someone who lived in Osaka, this is the foodie capital of Japan, I'd recommend eating outside as much as possible. You can find deliciously meals from £10 - £40 per head (depending if you're having cheap eats "B grade gourmet" like noodles, or izakaya, or grilled meats).
