This is a AIRLINE POLICY not a fed. Although terms (specifically, the Bag matching portion of the law, sought valid Government ID, it failed to pass).

In fact, this rule was put in place "temporarily" in the early 90's as a result of the Gulf War. Shortly after it was recinded. The ATA (industry trade org.) lobbied hard to no avail. ac comprimise was reached wherein it was not publicized as to the change. Thus the industry saved TENS OF MILLIONS IN MILAGE FRAUD.

Sorry to sound like MKIA (Mr. Know It All) I've debated this at length.
