It seldom gets any cheaper than voip.ms. For Israel, it seems to be $4.75/mo for a national number and $9.00/mo for a geographic number. (Setup fee equal to one month's billing.) This includes unlimited inbound calls. To forward the call back out to a US number costs $0.01/minute. Pretty powerful and reliable... I've used them for years, and have 10+ numbers active at any given time.
Another alternative is to get an Israeli SIM, and forward your US number to that. The Verizon extortion rate is $1.49/minute, but you can reduce that per-minute rate to $0.15 by enabling a $5/month feature, or go unlimited for $15/month. (Unlimited Together North America, or Unlimited Together World, respectively.)

Before you go through too much trouble... how do your Israeli contacts currently reach you? If they are used to reaching you at a certain number, getting a new one - while local - may not actually make things easier for a short 3 week trip.
