Sorry, little late here. How much are we talking about? That might answer the question. Are you willing to "risk" a problem w/ escalating charges from Avis/Hertz or having them ding you the next time you rent over the cost of the summons (even with the admin fee)?
I doubt you'll ever hear anything directly from the municipality - esp if its a photo ticket - they only have a photo of the car/number plate/intersection/etc. And, as far as I know, the car rental co.'s don't give up your data (e.g. your name, address, etc.) to the municipality. Rental co just pays the ticket, charges your card (along with admin fee) and gets payment from your card company. Municipality and car rental co leave it up to your card company to track you down for the money.
I'd pay. Get it over with. Keep a copy of the payment receipt (and the underlying paperwork, even if it is a weird summons # that you cannot track down online) so that you have "proof" you paid going forward.
I had a SA colleague get a speeding ticket in the USA (from a police officer, not a speed camera) while my colleague was driving a hire car in the US. So, they (cops and hire car company) had all his details (from his SA passport and SA driving license). He was going to not pay. But, he travels to the US frequently. I told him to pay it. If "they" (whether the rental company or the cops) put it down as unpaid, he could potentially be in "the system" as having a "warrant" for an unpaid ticket. Not good. Just pay it and view it as a cost of doing business. Your insurance company is never going to know about it and you wont get tagged with higher insurance rates for speeding. So, you're admitting to something that may or may not have happened without long term consequences. The long term consequences of ignoring it could be far worse. My colleague paid.
