T8 will be raised at 5:30pm. The Airport Express will continue to run. Flights will adjust depending on the actual conditions at the airport; since it is the east side of the territory where the winds are forecast to be strongest there may be very little effect at the airport. Some bus services may be limited. Ferry services to outlying islands are finishing around 7:30pm.

My guess is that it won't even be as windy as a normal day in many seaside towns. This is just a Tropical Storm - two categories below a Typhoon.
