That seems to be standard airline procedure, though why UAE authorities require to see that you are leaving DOH may be a misunderstanding on the agent's part? The airlines don't want to assume liability of you arriving at DOH (or any other int'l destination) without a way to leave the country, or a visa that shows you can be there indefinitely. They don't want to take the risk that you get turned away in DOH and this leads to them footing the bill for you to return to DXB.
