I'd say yes and yes.
Unless I'm on Int'l itinirary and have access to United Club (thanks to lifetime *Gold) and agents there, calling gets much better results than airport agents, who can get overwhelmed.
Glad you got to your destination with (relatively) minimal delay given the storm.
