I'm not entirely sure the nuances of the rule. In this case, there are many options to transit DEN using a different JAC-DEN which have a connect shorter than 4h00. I am only going by what itineraries will price, and I cannot do the above with a single fare component (although many other UA X/DEN UA options are fine, all of which connect in less than 4h00).
