If you mean Premium Economy, then you will need to contact Expedia to arrange for the upgrade. As you have purchased through Expedia, any changes need to go through them. Neither Virgin nor Delta can touch the ticket until 24 hours before departure.

It's possible that the Virgin agent was confused and passed you onto Delta as it's Delta that operate an Economy Plus cabin (branded as Comfort+, which you purchase through your booking on Delta.com as it's not considered a separate cabin).

I meant Premium Economy. Just called Expedia and they said because the flight was managed through Virgin Atlantic I will need to call them. Called Virgin and they told me they didn't have access to my seats because even though they are 'partnered' with Delta, Delta is the one managing the flight and I would have to call them. When I go to change the seat on Delta.com, it tells me they don't even have a seat map and I need to go to VirginAtlantic.com. This is a mess. Currently waiting on a call back from Delta.
