Sorry to hear about PPV, I didn't suggest PPA because I know its demarketed and am very sad to see the end of PPV too.
One Citibank advantage is that they offer bonus points with online travel agents from time to time, much like DBS, otherwise they are pretty similar.
Key advantage of DBS Altitude for me is being able to combine points with WWMC for ease of transfer. Citi PM cannot do that with Citi Rewards.
After all the recent card devaluations and downgrades DBS Altitude & WWMC seem to me like the best simple combo for now.
