Based on data point from June last year, the "new" is anything 6+ months after account closure. If you want to be on safe side, waiting 12 months is advisable. The card will get you the signup points and bonus nights, but you will not get free night eCertificate for cat4 - that one is only once in lifetime (or on some very long timeline)
the cat4 certificate doesn't exist anymore, it's not a cat1-5 once a year every year after the first.
