The United's help desk said they could only refer to the Allianz help desk. United had no control over the charges being added. (!)
The Allianz help desk said they were hearing this issue being reported on United, American and Delta this evening. (!!) Check your purchases made today.
Allianz agreed that the policy should be cancelled ... but there were so many policies being queued up that there was a backlog of policies being created and so they could not cancel it yet. Allianz said that I should call back again after getting a confirmation email -- probably 3-5 hours from now.
File a complaint with DOT. It is entirely improper that they charge you w/o authorization and claim they can't do anything about it.
And I might add that I just booked two trips on DL, declined both times and the charges came though correctly.
