My experience (as always, ymmv) is that Hiltons outside the U.S. usually have "WORLDWIDE GOVT RATE" in the rate info for the government rate, and are as a result pretty broad in what they accept. It's U.S.-based Hiltons that are more likely, though it varies by property, to accept only U.S. federal government ID.
