I don't think Chase has any way to give AUs an online account; from what I saw poking around online it's really only Amex who does that. I've added my overseas sister as an AU on first my CSP and then my Sapphire Reserve by calling in. When I did the Reserve I just checked verbally with the rep and he assured me the Priority Pass would go out within a couple weeks, and it did. (Although it was delivered to my address instead of hers, unlike the credit card....grr.)

When I added my overseas sister as an AU on my Freedom Unlimited card it did prompt me to set-up an online account (which I wasn't able to do), but if I can get the PP for an AU on CSR without setting up online that's perfect! I'll do it via the phone as you did. Thank you so much!
