LGA is the only place I've seen checking tags. They do it pretty frequently and people are always surprised when asked for their tags because it's so unusual. Sorta don't understand why they do it especially the baggage claim is in a separate area so a non-flyer wouldn't be able to steal, but I guess a flyer could steal someone's bag if they could without a baggage tag checker.
LGA baggage claim is easily accessible from the street, at least for Terminal D and I think C.
JFK T4 nominally has domestic baggage claim inaccessible from the public side, though I suspect it'd be pretty easy to sneak past the attendant.

I don't think it is a red herring, I have seen a fair bit of opened (sometimes cut open) and abandoned luggage on the Portland MAX.
