No tax/fee refund when canceling inbound of TATL RT?

This makes sense to me, but I just wanted to confirm with you guys. I booked YEG-CDG-YEG in K with my TA a while back, and CDG-YEG's timing doesn't work for me after the schedule change (AC's not willing to waive change fees on this one). I contacted my TA to inquire about refunding the YQ,etc. (refundable taxes on non-refundable tickets) on the return and was told that I can't get anything back, since my ticket will then be repriced as a one-way, which, of course is more expensive than an RT, and so the new cost > refundable taxes = I get $0 back.

Does that sound right to everyone? On one hand, it makes sense. On the other, I remember getting a tax refund on the return of a mixed P/K TATL (DUB-YEG-DUB), and a one-way P should definitely have been greater than that round-trip...
