I spent a delightful 3 h doing the Free Valparaiso Tour, and that's where I learned about the stray dogs, the hills and the garbage. It was very interesting but the accommodation was truly awful. IMO, you will pay a premium for a B&B in Valpo. Much nicer to spend the extra day @ the Sheraton.
FYI, the Free Valpo Tour leaves from the floral clock aka right across the street from the Sheraton.
Do you think $65 for one night at Costa Azul B&B is a fair price? I believe it is up in the hills. We will need a taxi from the bus terminal to the B&B and then a taxi to the cruise ship dock the next day.
Maybe this is too much changing hotels and I should just stay in SCL all 3 nights and leave for the ship from there.
