Slightly odd use of English language if their intent is to 'get on with it' as you put it. Surely you would just tell people to list their costs and then pay out. Why direct them to their insurers to foot the bill, unless your intent was to make your problem someone else's? The majority of travellers have insurance, but why should they be forced claim on it first?
You are really not helping anyone with these unnecessary arguments, you are just cluttering up a very busy topic. This topic is a resource for those who have been affected by cancellations or delays. It's not another one of your bashathons. Rather than read what the press have to say, look at ba.com and there you will find what I have said above is correct - indeed we have now started to read several reports on here confirming the same:
